Because seven is ambiguous — the extra digit could be the number system digit at the front or the check digit at the back, and the two produce different barcodes. Give it six digits, or all eight, and there's no guesswork.
Not from the six digits. The code is first expanded back to its full 12-digit UPC-A form using the zero-suppression pattern, and the check digit is the mod-10 digit of that. It's a common source of wrong barcodes in cheaper generators.
No. Only numbers with the right pattern of zeros can be compressed, which is why UPC-E is reserved for products where the packaging genuinely can't take a full UPC-A.
