PDF417 stacks rows of a linear barcode to carry hundreds of characters instead of a dozen, which is why it ends up on driving licences, boarding passes and shipping documents.
Stacked 2D — carries a paragraph, not a number
Holds far more than a linear barcode — but the denser it gets, the larger it must be printed.
Paste or type the text. Names, dates and reference numbers all fit comfortably.
Keep it as short as it can be — every character makes the code denser.
Set the module width. PDF417 needs more size on paper than a QR code does.

Driving licences and ID cards, airline boarding passes, postage labels and vehicle documents — anywhere a piece of paper has to carry a record rather than a pointer to one.
The standard allows roughly 1,800 text characters, but that produces something that needs to be printed large and clean to read. This page caps at 1,000 characters, and staying well under that is better still.
QR is squarer, denser and read faster by phone cameras. PDF417 is what regulated systems specify — licences, boarding passes — and its rectangular shape suits a strip along the bottom of a card. If nothing forces your hand, use QR.
This encodes any text you enter, including AAMVA-formatted strings, but it can't make a licence valid. Reproducing a genuine identity document is a separate matter and not something the format decides.
