Only when the printed EAN-13 would have to shrink below about 80% of its nominal size to fit. EAN-8 numbers are allocated sparingly by GS1 for that reason, so it's a last resort rather than a convenience.
The same way as EAN-13: weight the digits alternately from the right, starting at 3, add them up, and subtract from the next multiple of ten. The calculator on this page shows the result as you type.
Not for anything sold in a shop. EAN-8 numbers are issued individually by GS1 rather than derived from your company prefix. This page will encode any seven digits you give it, but only GS1 can tell you which seven are yours.
